Inflection Energy notified the Department of a release of produced water/blended water to the gravel pad surface. According to the notification, the elevated conductivity was just recently discovered and the release was estimated at 25 gallons but the release was being investigated further.
I entered the site off Yeagle Road at 14:28 and met with Inflection Energy representatives.
At the time of the inspection CalFrac was completely rigged-down and had left the site. Onsite at the time were the two fresh water tanks, one waste tank, centrifuges, filters, working tanks, sand equipment and containment around the well heads. Personnel onsite were vacuuming water which was accumulated on the gravel pad surface between the working tanks and the sand equipment (north of the well heads). Personnel onsite also excavated pad material on the north and east sides of the working tanks. Water in both of these excavations (on the pad surface) had field conductivity between 800-1,100 umhos/cm. Water accumulated on the pad surface west of the working tanks (between the working tanks and the sand equipment) had field conductivity between 6,300-6,600 umhos/cm. Sample 3440292 was collected from water ponded in this area at 14:45 (photo attached). After collecting the sample noted above, I walked the site with representatives of Inflection Energy. Field conductivity of water on containment on the site was between 1,250-1,400 umhos/cm. The centrifuge was in use at the time and field conductivity of water ponded nearby was 162-170 umhos/cm. Finally, field conductivity in a puddle (on the pad surface) between the main pad containment and the sand equipment was 2,400 umhos/cm. Based on my field investigation, conductivity was highest around the working tanks. I recommend evaluating the containment around the working tanks, characterizing the reported release, and notifying the Department of your intent to remediate in accordance with the spill policy. Violations Noted.
